BACKGROUND AND PURPOSE OF THE ASSIGNMENT

As part of WFPs Country Strategic Plan (CSP) in Mozambique for 2017-2021, one decentralized evaluation needs to be undertaken per cycle. In its CSP, WFP committed to focus this evaluation on activity 4, which is dedicated to school meal assistance. In particular, the evaluation will have to focus on WFP's support to the national school feeding programme (Projecto de Alimentação Escolar PRONAE). Importantly, this evaluation is also being done to meet the commitments made to the main donor for WFPs support to PRONAE.

In this context, under the supervision of the head of M&E, the incumbent will be responsible for:

Duties

KEY ACCOUNTABILITIES / RESPONSIBILITIES (Non-Exhaustive)

  1. Develop a Terms of Reference for the WFP Mozambique decentralized evaluation on school meals that is aligned with WFPs quality standards for such evaluations, and which also respects commitments made in WFPs commitments to its donor.
  2. Develop an evaluation plan that sets out the proposed details of the evaluation including what, how and when the evaluation is to be conducted.
  3. Recruit the evaluation team and act as the contact point in WFP for the evaluation team throughout the evaluation process.
  4. Convene on behalf of the chair (CD/DCD), the evaluation reference group and evaluation committee meetings and provide secretariat services.
  5. Consolidate library of documents and data sets needed for the evaluation before start of inception phase.
  6. Take responsibility for the administrative and logistical needs of the evaluation process.
  7. Organise and facilitate evaluation team orientation meetings.
  8. Coordinate with the evaluation team and WFP staff to prepare field site visit schedules in line with the requirements set out in the inception report and organize  meetings (including a briefing and debriefing).
  9. Ensure proper engagement by Country Office in the finalization of the evaluation report by analyzing, discussing, and consolidating comments from Country Office and Regional Bureau staff on the draft evaluation report(s).
  10. Organize a workshop with WFP Country Staff and evaluation team to present evaluation report and discuss its main findings.
  11. Organise and hold a session at the end of the evaluation to reflect on the lessons learnt and the process - with a representative of the consulting firm and the team leader to support confuct of efficient and successful future decentralized evaluations by the WFP Mozambique Country Office.
  12. Support strengthening of school meals monitoring systems through systematic data collection, analysis and action to close the feedback loop.
  13. Support with building the capacity of national M&E school meals staff.

DELIVERABLES AT THE END OF THE CONTRACT

The main responsibility of the evaluation officer is to ensure the school meals evaluation is finalized in a timely and adequate manner, respecting all corporate standards and donor commitments, ensuring active and smooth engagement from Country Office and Regional Bureau.

Requisites

Training Area: Sociology/Social Development, (Development) Economics
Academic Level: Licentiate degree
Minimum Experience: 2 Years Experience
Languages: Fluent/native English and working knowledge of Portuguese

Additional Requisites

QUALIFICATIONS AND EXPERIENCE REQUIRED

EducationUniversity degree in Sociology/Social Development, (Development) Economics, or other relevant field.

Experience:

  • Has cultivated productive relationships with government authorities.
  • Has operational experience in school meals programmes.
  • Has 1-2 years of experience in conducting reviews or evaluations related to humanitarian or development operations.
  • Development and/or management of assessments, monitoring and evaluation systems and processes in country, regional or global level, preferably in WFP.
  • Has worked in a Multi-cultural/Multi-lingual environment.


Language: Fluent/native English and working knowledge of Portuguese.

  • Has skills and knowledge in evaluation concepts and principles.
  • Has skills and capabilities to oversee and provide guidance to others in the selection and application of high quality, credible, analytical approaches and qualitative and quantitative methods.
  • Demonstrated skills in project management in general, and managing processes involving teams, surveys and data collection in particular.
  • Demonstrated skills in listening, influencing and management of stakeholder relationships.
  • Has ability to engage diverse internal and external stakeholders proactively and seek their participation/ engagement.
  • Has understanding of WFP processes and programmes, and
  • Has understanding of the country/regional context.

Other information

TERMS AND CONDITIONS

Qualified applicants will be placed in a pool and may be contacted as the needs arise for consultancy positions in Mozambique. Remuneration levels will be based on the specific terms of reference offered.  Please note that consultants would most likely be placed in the heart of the response which may involve difficult living and working conditions. Consultants are independent hires and cannot be simultaneously employed by WFP and receive income or honorarium from other organizations, governments, non-governmental organizations (NGOs) or other. Consultants will be required to undertake a full medical clearance prior to being contracted and to undertake the UN related Security Clearances, training and WFP mandatory training on Standards of Conduct.  This pool will remain active for 6 months.
