CONTEXT

In March and April 2019, Mozambique was hit by two consecutive tropical cyclones. In March, the Tropical Cyclone Idai weather system?s impact came in three waves: in early March, the low pressure system caused flooding in Zambezia and Tete; on 14 March, Cyclone Idai made landfall near the port City of Beira, and over the weekend of 16-17 March, the weather system carried torrential rains across multiple areas. On 25 April, Tropical Cyclone Kenneth made landfall in Cabo Delgado province.

The cyclones have compounded an already serious food insecurity situation in Mozambique. From September to December 2018, an estimated 1.78 million people (IPC phase 3 and above) were severely food insecure in the country, according to the Integrated Phase Classification (IPC) analysis. Rural assets and structures have been destroyed. Food insecurity is therefore expected to rise significantly in the months ahead as a result of the destruction and damage.

With 1.5 million people in need in the IDAI-affected areas, and about 1.7M people targeted by the Food Security Custer (FSC), the needs for food and early recovery assistance required the intervention of all food security actors. Coordination is critical and the Food Security Cluster has been playing an important role in consolidating needs and responses from various actors but also in sharing information with all stakeholders.

The Information Management/ Reporting role is essential to ensure an effective coordination and data analysis of the FSC response. To support this crucial activity for the Food Security sector and especially for the FSC, the FAO Mozambique office is looking for a national Information Management Officer to sustainably support the Food Security Cluster team.

JOB PURPOSE

The National Information Management Officer fulfills the function of collecting, analyzing and sharing information essential to the Food Security Cluster and its stakeholders. In her/his capacity, the Information Management Officer will be an essential support to the Food Security Cluster and cluster lead agencies (FAO and WFP) in Mozambique, providing all the information needed to guide the response to needs and priorities. The core competency of the Information Management Officer lies in the ability to convey information in a synthetic and easily understandable form to a wide and varied audience, using the appropriate modes of communication (newsletters, briefing notes, cartographic supports, tables, diagrams, etc).

The National Information Management Officer will work in direct collaboration with the Food Security Cluster team, which FAO co-leads with WFP, so that the information collected about the food and nutritional security situation can be analyzed consensually and shared with sectoral operational partners in order to inform the whole sectoral response.

Duties

RESPONSIBILITIES AND FUNCTIONS

The National Information Management officer will directly support the cluster coordinator in the following activities:

Create, manage and analyze the 4W database (Who does What-Where-When) and develop related IM products, including maps

Collect, consolidate and analyze the data and information needed to identify and analyze the needs and gaps of the sector, as well as the definition of priorities

Collect proactively from other clusters, organizations and actors - including state actors - the information needed to analyze the food security situation, needs, response and gaps

Organize and manage food security response primary and secondary data, and make a consolidated analysis to present them in a synthetic way to cluster partners

Participate in the design of tools for the collection of food security data, so that the collection, consolidation and use of these data by the cluster and its partners is easy, clear and effective

Support the organization and conduct of sectoral and inter-sectoral assessments, according to information needs and guidance from OCHA

RESPONSIBILITIES AND FUNCTIONS (Continued)

Develop IM services and products to inform decision-making mechanisms, using the appropriate dissemination methods for each target audience

Train and strengthen the capacity of cluster partners in information management and food security analysis

Support the organization of cluster coordination meetings (dissemination of invitations, agendas, logistical organization, etc.), participate in the facilitation of discussions related to IM issues, and contribute to the preparation of minutes of meetings

Liaise and share information with OCHA and IM from other clusters (through the existing IM Working Group) and gather information from other clusters about food security interventions for better integration of multi-sectoral responses

Maintain the directory of food security partners (humanitarian and development actors), constantly update the list of contacts and the operational presence map

Respond effectively to any request for information from the cluster partners

Requisites

Training Area: food security, agriculture, geography, science, humanitarian affairs, political science, information technology, information systems, engineering, or communication
Academic Level: Licentiate degree
Minimum Experience: 2 Years Experience
Languages: Excellent Portuguese language, both orally and in writing. Intermediate knowledge of oral and written English

Additional Requisites

QUALIFICATIONS & EXPERIENCE REQUIRED

Education: 

University degree or equivalent qualification, preferably in a field or discipline relevant to the position, i.e. food security, agriculture, geography, science, humanitarian affairs, political science, information technology, information systems, engineering, or communication. Significant relevant experience may be considered in place of a university degree.

Experience:

Minimum 2 year of relevant experience in the areas of: food security, agriculture, geography, science, humanitarian affairs, political science, information technology, information systems, engineering, or communication.

Essential Knowledge & Skills Required:

  • Excellent command of data storage and management
  • Strong knowledge of spreadsheets and databases (MS Excel and MS Access) or other databases
  • Ability to present information in the form of tables, charts and diagrams easily comprehensible
  • Knowledge of GIS systems and ability to collect and organize the data needed to produce maps

LanguageExcellent Portuguese language, both orally and in writing. Intermediate knowledge of oral and written English

DESIRABLE TECHNICAL SKILLS

Desirable technical skills:

  • Knowledge of sectoral and inter-sectoral monitoring and evaluations
  • Communication skills and editorial/graphic design capacity
  • Knowledge of Information Technology and Networking
  • Experience in web design and computer programming
  • Expertise of GIS software: ArcGIS preferably or other mapping software would be an asset
  • Knowledge of Visual Basic / macros
  • Willingness and ability to work in challenging environments and often critical conditions
  • Ability to work in a multicultural environment

Other information

CONTRACTUAL INFORMATION

Duration of assignment: 6 Months renewable contract

  • Net monthly salary range: USD 2,029-00 to 2,753-00 (Salary is determined by qualifications, skills, experience & current earnings)
